Herman Peak was leased by Oregon Coast Emergency Repeater, Inc. from the U. S. Forestry Service in 1985? for 99 years. OCERI leased tower space to various local agencies. In 2007 the Siuslaw Valley Fire District began negotiations to purchase the lease from OCERI. As a result of the excellent skills of the OCERI Board of Directors an agreement was reached in 2009. As a result OCERI gained access a new tower, radio vault, rack space and improved primary and back up power.
